The Chuunin Exams fast approching; Genin teams were frantically trying to complete as many missions as possible, in an effort to gain admission into the exams. However, with an abrupt increase of missions that need Genins to travel to opposing Shinobi Nations, each Nation has seized the opportunity to 'dispose' of the young ninja. With Fire suffering the most - Water having a great windfall of students comings back alive - Konoha became suspicious of the other Village, and sent in troops to investigate; out of four two-man Chuunin squads, one returns.
With this information, the Hokage believed there may be another War approaching; however, after careful reasoning, he decided to wait until after the Chuunin Exams has passed before initiating anything.
Months passed and the Chuunin Exams carried on as usual, with the three tests; nothing seems out of place, until near the end of the second test where confused and scared teams - missing one, even two members - report absent teammates, and even say they saw blood - everywhere. The Exam officials were puzzled by their disappearance, and despite various search parties... they could not find the missing Genins. More losses? Where had the missing Genins gone?
The Tsuchikage, Raikage, Mizukage and Kazekage were all suspicious of the Villages, but the Hokage realized that if every single Village that had taken part had suffered considerable loss, nearly all equal to each other... it was uncanny. It struck him then - it wasn't the other villages responsible for all the missing shinobi! No, it was someone else... At first it was believed to be the work of Orochimaru, however word of his death had spread through the shinobi world. If not Orochimaru then who?
After several more missing nin reports, Kirigakure is first to set up a retaliation; targeting Kumogakure - who they suspected were the masterminds behind some devious ply to over-throw them - the two start a war. Kumogakure requests the assistance of Sungakure, and after the Raikage confirms to the Kazekage that it was Kirigakure's doing, this whole disturbance, the two team up to conquer Kirigakure. Kirigakure falls into a state in poverty, and it pleads for Konohagakure's help; the Hokage felt this whole war was pointless, and refused to take part.
However, even after taking over Kirigakure, a few more Chuunin go missing, as well as Chuunin from Kirigakure and Sungakure... so that means it was Konoha's fault! It was the Hokage that was behind it! So, this force of Water and Wind turns upon Fire, intent on pulverizing the Village. The Hokage, sensing the potential danger his belove Village could face, wracks his brain for a solution. What could he do? How could he save his country!?
Little did the Villages know, a shady organization known as the Ikibuke had been in charge off the whole operation; to turn the Villages against one another. Slowly, they would destroy each other, then they could claim all Five Villages, and rule one vast Empire. They had kept their growing group low-key, and only a few would have ever heard of them; and since they were disregarded as myths, no one suspected them of the crimes! Of recruiting or killing the various shinobi of the Five Villages! As they lurked in the shadows, stronger each day, they waited for the time where they could make their move and with one fatal blow, claim all five countries as their own...
