She is undeniably loyal to those who are her true friends, but curses and punishes those who betray her, or others who have loved/sworn loyalty to. She is seen by those who have witnessed death, and is invisible to those who have not.

Legends tell of a "Star Angel" born of the depths of space, and this was Celestia. Never actually born, she was just...here! She was really put upon this earth to provide peace and comfort to those who loved the stars, and wished to be among them. Invisible to those who have not witnessed death and dispair, and seen as an apparition by those who have, she makes her way to grant peace and love where it is needed the most.
Celestia now roams the earth, and grants wishes of love, and good fortune. But she hails a curse upon those who are evil and lie and cheat. Celestia stays in one place for a long, long time (yet it depends on how much evil there is in that particular place). But she just happens to be in the Fedal Japan, where there is a LOT happening.
